The Naval Facilities Engineering Systems Command (NAVFAC) has awarded Stantec and AECOM a five-year, single-award contract valued at 150 million USD to provide architect-engineer and consulting services for the US Navy’s Shipyard Infrastructure Optimization Program (SIOP).
Under the contract, the Stantec–AECOM joint venture will support the modernisation of Portsmouth Naval Shipyard (PNSY) in Kittery, Maine. The work forms part of the Navy’s wider programme to update infrastructure across its public shipyards in order to meet current and future fleet maintenance requirements.

NAVFAC oversees facilities engineering and infrastructure support for the US Navy. The contract covers multidisciplinary services intended to assist planning, design, and delivery activities associated with SIOP at Portsmouth.
SIOP is a long-term initiative focused on upgrading infrastructure and industrial equipment at the Navy’s four public shipyards: Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility in Hawaii; Puget Sound Naval Shipyard and Intermediate Maintenance Facility in Washington; Norfolk Naval Shipyard in Virginia; and Portsmouth Naval Shipyard in Maine.
Many of the facilities at these shipyards were originally constructed in the 19th and early 20th centuries. As a result, the programme addresses ageing infrastructure that can constrain maintenance efficiency and capacity. SIOP aims to improve layout, replace or modernise facilities and equipment, and better align shipyard configuration with current naval vessel maintenance needs.
According to the US Navy, the programme is intended to increase maintenance throughput and support the workforce of approximately 37,000 civilian employees across the four shipyards. Investments under SIOP are being delivered through phased projects over several decades.

Stantec has worked with NAVFAC for many years and has previously supported SIOP-related programmes and projects at all four naval shipyards. The company is also part of an existing joint venture providing support to SIOP activities at Pearl Harbor and Puget Sound. In addition to its work on SIOP, Stantec provides engineering and consulting services to various US federal agencies, including the Department of Defense.
AECOM has also had a long-standing role in supporting US Navy infrastructure projects. Its services have included master planning, architectural and engineering design, environmental services, and contingency response. In relation to SIOP, AECOM recently completed the Area Development Plan for Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility.
